WHCRWA Board of Directors

Director Precinct #1:

LARRY A. WEPPLER

Mr. Weppler served as a municipal utility district director for 7 years and was the Vice President of Mission Bend MUD #2. He is a registered professional civil engineer, and is the Construction Division Manager for Jones & Carter, Inc. Mr. Weppler has a B.S. degree in civil engineering.

Director Precinct #2:

BRUCE G. PARKER

Mr. Parker served as a municipal utility district director for 12 years and was the President of Nottingham Country MUD.  Mr. Parker has a B.S. in mechanical engineering. He has participated in surface water symposiums at the Association of Water Board Directors and has previously served on the West Harris Country Surface Water Steering Committee.

Director Precinct #3:

ARTHUR J. GARDEN

Mr. Garden served as a municipal utility district director for 20 years with Harris County MUD #81, and on the advisory committee for Cinco Regional Sewage Treatment Plant for the last 5 years. He earned a Masters degree in geology is currently a self-employed consulting geologist and geophysicist. Mr. Garden served on the advisory committee for an earlier west Harris County surface water study group of the West Harris County Surface Water Supply Corporation.

Director Precinct #4:

STACEY L. BURNETT

Mr. Burnett served as a municipal utility district director for 24 years and was the President of Westlake MUD #1. He has a B. B. degree in accounting, and was an accountant with Enron North America.

Director Precinct #5:

KARLA CANNON

Ms. Cannon served as a municipal utility district director for 8 years and was the President of Clay Road MUD. She is a  Licensed Real Estate Agent with Joe Rothchild, REMAX, Fry Road.

Director Precinct #6:

DOUGLAS C. POSTLE

Mr. Postle served as President of Harris County MUD #257 for 16 years. He earned a B. A. in math, and is a real estate consultant regarding right-of-way acquisition and abstraction.

Director Precinct #7:

GEORGE L. RUSH, JR.

Mr. Rush served as a municipal utility district director for 19 years and was the Assistant Secretary for Harris County MUD #188. He was also the president of the Copperfield Joint Operation’s Board. Mr. Rush owns and operates a full service real estate and construction company and a landscaping firm. He earned a B.B.A. from Southwest Texas State University.

Director Precinct #8:

DANIEL H. SALLEE

Mr. Sallee served as a municipal utility district director for 9 years and was the Vice President of Harris County MUD #102. He is a manager in the marketing group for BHP Billiton Petroleum. He earned a B.S. in petroleum engineering and a Masters degree in business. Mr. Sallee has served on the City of Houston Regional Advisory Board related to regional water issues, and as President of the Association of Water Board Directors.  He served as Chair of the West Harris County Surface Water Steering Committee leading to the Authority's creation and has served as President of the Authority since its creation. 

Director Precinct #9:

MALCOLM BECKENDORFF

Malcolm Beckendorff twice served as a Katy City Councilmember and also served as Mayor Pro Tem. Prior to his service on the City Council, he was an active and effective member of the City Planning and Zoning Commission. As a Councilmember, his knowledge and development background was instrumental in helping to bring the Katy Mills Mall to the City of Katy. Malcolm is a Texas registered professional civil engineer and has experience as a project manager for a wide variety of infrastructure projects in Houston and the surrounding areas,. He has extensive experience and practical knowledge in all phases of utility operations including underground utilities.
