Completing Right-of-Way Acquisitions for Major Waterline Projects
Before a single section of pipeline can be installed, the necessary property rights must be secured. Nancy Collins reflects on completing the final parcel on Segment A and finishing the right-of-way acquisitions for the major Segments A, B, and C pipelines of the Surface Water Supply Project.

The milestone that was probably the greatest was when we finalized the last parcel on Segment A and finished Segments A, B, and C of the large-diameter pipeline.
That was a big milestone because when I first started working here under Cheryl Bookman, I remember they were working on Segment A, and then they stopped and said, “Oh no, we need to start on Segment C,” and nothing had been done on Segment C.
That was my first encounter with the nature of the right-of-way business. Sometimes you just have to redirect and get things moving.
For us to now be finished with all of those acquisitions and have all of the pipe installed has been exciting.
We’ve also had the opportunity to ride some of the projects with the construction management team, which is exciting for right-of-way people because we don’t always get to see the fruits of our labor.
That’s a real milestone—finishing all of those parcels that Cheryl started.
