Larry Weppler on the Early Days of the Authority

In the early days, the path forward wasn’t always clear. Larry Weppler, Vice President and Precinct 1 Director, recalls the initial challenges and decisions that helped shape the Authority’s direction.

My name is Larry Weppler. I’m one of the original board members, still on the board, and I’ve had the honor of serving as Vice President since its inception.
I was a member of the Mission Bend MUD 2 board, and Jim Boone of ABHR invited me to attend the organizational meetings of what became the Water Authority. From there, I moved on to become a permanent board member.
The challenges were, where are we going to get this water? Once we decided that, what infrastructure did we need to build? It seemed like a daunting task.
We had great consultants that were helping us through this—Dannenbaum Engineering, and ABHR—and we had financial consultants. It was a team effort of many.
I worked for an engineering firm that did land development primarily. I was in charge of their construction department, and that gave me, through the years, a grasp of the issues that we were having in the field.
I was able to make suggestions on how to approach certain things, so that experience from my profession helped. It allowed me to explain to other board members what some of the issues were as they came up, which is kind of different than having your consultant explain it to you.
