Planning for future water needs requires balancing growth, demand, and uncertainty. Josh Metcalf, Engineer, discusses the challenge of forecasting population growth and ensuring water supplies are available for future generations.

I think the biggest challenge for West Harris County in general, and for the program, has been trying to determine what the population and water demand within the Authority’s boundaries will be in the future.

When we’re looking out 50 years into the future, it’s a huge challenge. For instance, when the Grand Parkway was built, population growth really accelerated within the Water Authority, and it changed what the water demand projections are now and what they will be in the future.

It’s been a multifaceted approach, looking at what the population may be on the low end and what it may be on the high end. We try to prepare by looking at all possibilities.

Part of our planning is that once we decide what the population may be, we have to acquire water to serve that population.

Looking into the future, we try to take a conservative approach, and fortunately the board has been very supportive of that approach to long-term planning.
